On 22nd November, 2024 in Chipata for Eastern Province, the Lizu Community Network, in partnership with Y-ACT Youth In Action, hosted an important Dialogue Meeting under the Tobacco Control Coalition to advocate for the swift enactment of the Zambia Tobacco Control Bill. The event brought together key stakeholders from the government, community, and CSOs, all united in the urgent call for stronger tobacco control measures to protect public health in Zambia.

A Key Milestone in the Tobacco Control Movement
The Dialogue Meeting was graced by distinguished guests, including Dr. Lewis Mwape, the Deputy Permanent Secretary for Eastern Province, who served as the Guest of Honor, and Honourable Mathews Kachali, the Kapata Ward Councilor for Chipata Central Constituency. Their presence was a testament to the importance of this issue, and their contributions provided invaluable insight into the government’s position on the need for the Tobacco Control Bill.
Dr. Mwape spoke passionately about the government’s commitment to safeguarding the health of its citizens, emphasizing that the enactment of the Tobacco Control Bill is a crucial step toward reducing the devastating health impacts of tobacco use in Zambia. As the government works towards improving public health, Dr. Mwape highlighted that comprehensive tobacco control measures, including the Tobacco Control Bill, will be a central part of this effort.
Honourable Mathews Kachali also shared his perspective, underscoring the significance of community involvement in policy development. He emphasized that tobacco use affects not only individuals but entire communities, and the bill would play a critical role in creating a healthier environment for future generations.
The Call for Urgency
While the insights shared by the government officials were valuable, it was the voices of other stakeholders that truly illustrated the urgency of this issue. Health professionals, CSOs, community leaders, and members of the public all voiced their concerns about the devastating effects of tobacco use, particularly in a country where non-communicable diseases (NCDs) like cancer, heart disease, and respiratory illnesses are expensive to treat.
The consensus among the attendees was clear: the Zambia Tobacco Control Bill must be enacted without further delay. Participants stressed that it is not only a matter of public health but also a matter of social justice. The tobacco industry, with its aggressive marketing tactics and widespread accessibility, disproportionately affects vulnerable populations, including youth and low-income communities.
Stakeholders also emphasized the need for stricter regulations on tobacco advertising, packaging, and sales. They called for stronger enforcement of existing tobacco control laws and better support for tobacco cessation programs, which can help individuals quit smoking and reduce the long-term health risks associated with tobacco use.
Building Momentum for the Tobacco Control Bill
The Dialogue Meeting was part of an ongoing effort to build momentum for the passage of the Tobacco Control Bill, which has been in the pipeline for some time. With the support of Amref Health Africa, the Lizu Community Network and Y-ACT Youth In Action are working tirelessly to ensure that the bill is not only passed but also effectively implemented to create lasting change.
